Add garlic, jalapeño and cilantro to a food processor and blend until you have a thick paste. Add the remainder of the ingredients.
Thin with water if necessary. Scrape down the bowl to make sure all is incorporated. Adjust your seasoning to taste.
To serve: spread on a plate with a nice drizzle of olive oil. Also a sprinkle of cumin, chopped cilantro and jalapeños. Serve with pita bread, corn chips, and chopped vegetables.
